How do you think the cops are going to respond? They are going to prepare for a worst case scenario (rightfully so, since they don't know what they might be walking into), and this guy is going to have a bad day.
IMHO, he would be better off to put the shotgun in a soft case and strap that to his back. He would attract less attention and have fewer problems that way.
