Update as well, my father, who devloped this area, got an email reply back from the county commissioner, and this is what he had to say:

Thank you for your comments regarding the proposed shooting range in the buffer zone next to Fort Carson’s live fire area. It was unfortunate that this was reported before we had the time to sort out all the issues as this is just one site under consideration, each with its own set of issues but none have been fully studied. The county would maintain any road into a shooting range should one ever be constructed. As you are aware this development predates any modern sub development standards and there is nothing the county can do to require adequate roads but it is a shame homes are allowed to be built with no proper road maintenance plan in place either private or public and as a long time realtor/builder in this area you know the road situation better than most. The county will be happy to take over maintenance of any road in unincorporated El Paso County as soon as it is brought up to county specs. I did not look up your particular home on the Assessor’s web site but I did pull up one of the stick built/stucco homes in Pioneer Village and found that it paid less than $5 in Road and Bridge fees and less than $87 into the general county for the other services required to be funded by state statute such as Sheriff, DA, Coroner, Treasure, DHS and the list goes on. As I am sure you are aware the bulk of our property taxes goes to the local school district.
I don’t know if you meant 40,000 trips or really believe there would be 400,000 trips a year but even the low number far exceeds what the traffic would be at a shooting range. When and if a site is selected it will be after a public process including neighborhood meetings, the range will be manned and maintained. The funding is yet to be worked out but we are committed to not using taxpayer dollars to either build or operate the range.
The Army has worked with us to provide contiguous property so the county would have the ability to find meaningful use for the land it owns in the buffer zone. While the property may remain open space the only commitment that has been made is to not use the land in a way that would interfere with Fort Carson’s training which is why we are working with command staff at Fort Carson on any proposed activity within the buffer zone.
Again thank you for commenting on the proposed shooting range. Should this site receive serious consideration we will do our best to address your concerns as well as those that live in the area.

you're pissed because the county is going to do what it wants with the land it controls and you are losing your secret shooting spot.
from the letter it looks like there are a few options so no point in getting worked up when a final location hasn't been picked. But I bet they lean toward this one as it will cause the least amount of noise problems be so close to the base and in the buffer zone where small arms fire won't be a large factor.
It sounds like they are really thinking this through and if they do pick that location it will be manned, high quality and won't have trash there in no time that you will ultimately get pissed about later down the road.
the traffic will probably moderately suck only on the weekends and even then I doubt it will be the huge number you are proposing.
In the end, no point in getting worked up until the final location is picked.
