How does it make it more Accurate?
I get the rimcheck part on accuracy
From what I understand, the bore on rimfire rifles can range from .222-.226. There is also from what I understand some slight variances in lead diameter. The tool is supposed to reshape the lead to match your bore. Hence accuracy?

My knowledge starts and stops at his add. Most of the cheap 22 lead I've shot has an inconsistent ruff look to it. I'm no smith, reloader (yet) or accuracy shooter, never taken calipers to them. My understanding is the tool is supposed to reshape the bullet and take out the .002 variance in size hence accuracy claims. The new shape (round to hollow, cup, flat) is for different expansion depending on game.
