I am pretty sure it DOT. I see'em in the middle on the night going to work. Where ever there is construction, dealing with traffic and lane changes or closers.

When they were putting in new bridge on I70 and Ward rd.(FOR Cables that never happenend) They looked like cop cars, red & blue lights flashing, with no writings on the door.

another reason cop cars should be black and white, lights on the roof and open for everyone to see so they can be recognized. I hate the undercover stuff or now the chargers and magnums out there that are grey just waiting to give you a ticket...

Sorry only time CDOT runs red / blue is when plow operations are going.
They do get State Patrol back up for lane closures.
All CDOT vehicles have CDOT stickers on side of trucks. Insurance mandated.
