And Secretary Clinton can sign away the entire country, but until the Senate Ratifies a treaty, it don't mean sheit. If something like this is ratified, you can bet your last pair of clean undies that ever pro-gun group in the country will file suite and that will run up to the Supreme Court, at the very least during that process ratification would be held in limbo and there is no way the SC with the conservative majority will support a treaty like this.

There are a few more loopholes in the ratification of treaties and their application and affect on US law, but I don't have time to dig them up.
