I think the fact that shooting sports are (and have been for many many years, certainly before either Hungerford or Dunblane) a minority interest in the UK had more to do with that to be honest. I imagine more people play cricket in the US every weekend than go shooting in the UK every weekend.

Different country, different culture, different history, different problems. Using something that happened there as evidence to support or oppose something here doesn't work.
