I think it's incompetence, along the lines of reprimand in your record for leaving your terminal unlocked when you take a pee, in a secured room on a secure base. And then using md5() to secure your Windows user password database on an open wireless network. Take your hands out of your pockets or get a reprimand, but overlook the real issues at hand type of thing.

Or the kind of incompetence that allows a single SPC in Kuwait to (reportedly) access the entire DOS cable record. The kind of incompetence that allows drones to be deployed with unencrypted downlinks.

The same kind that is constantly preparing to fight the last war, or thinking an invasion can be launched in which you use anything less than every available force. You may agree or disagree that an invasion of Iraq was a good idea; but I think everyone agrees it was done half assed, with a quarter of the forces required, and that botching it up early resulted in a lot of the long term problems that resulted.
