Given that I don't trust Snopes anymore, I thouhgt I'd do some further checking.
It does appear that the OP is inaccurate because this restriction preventing SFC Stube from speaking goes back to a 1997 Ethics rule.

Now, with that all said, anyone who has ever served knows that your 1st Amendment rights are severely limited while on Active Duty. Personally, I think certain exceptions should be granted to individuals who have sacrifced so much for this nation - individuals like Sergeant First Class Stube.
