Seems pretty weak to me, but I guess it is better then just demanding the full repeal of the 1934, 1968, and 1986 laws and not getting anywhere.

I'm a little confused about the part about making a theatrical film. Is it saying that only dealers, manufacturers, and film makers will be able to own a machine gun? Or is it saying that for the purpose of making a film, the film makers can be in possession of a machine gun without going through the procedures of owning said gun? That part all seems fishy and unnecessary to me.
