Default BATFE Reform and Firearms Modernization Act

Got an email from the NRA, yes I hate them as much as the next guy but I think this one looks pretty good. The text of the bill can be found here http://www.opencongress.org/bill/111-s941/text

I read through the bill and it looks pretty good. One thing I like is that it gives an FFL 60 days if their license expires or is revoked to liquidate their inventory instead of it being confiscated by the Feds. Another thing I like is that it gets rid of the requirement to have written consent for a minor to train or hunt with a handgun. It also makes it easier to import parts for guns if it's to be replacing existing parts. Barrels, recievers etc. This thing looks real good and we need to get on our Senators...especially Bennet, he's moving towards the center lately as he's up for reelection.

And this is what the NRA-ILA has to say about it.

    S. 941, the Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE) Reform and Firearms Modernization Act, represents NRA-ILA's latest effort to pass legislation that will make it easier for lawful gun owners and dealers to comply with federal law and regulations, while ensuring that those who break the law are punished accordingly. This bipartisan bill also serves as a vital step toward modernizing and improving BATFE's overall operations. The bill would roll back unnecessary restrictions, correct errors, and codify longstanding congressional policies in the firearms arena.
Of highest importance, S. 941 totally rewrites the system of administrative penalties for licensed dealers, manufacturers and importers of firearms. Today, for most violations, BATFE can only give a federal firearms license (FFL) holder a warning or totally revoke his license.
    S. 941 would allow fines or license suspensions for less serious violations, while still allowing license revocation for the kind of serious violations that would block an investigation or put guns in the hands of criminals. This prevents the all-too-common situations where BATFE has punished licensees for insignificant technical violations-such as improper use of abbreviations, or filing records in the wrong order.
The Senate Judiciary Committee is holding a hearing on S. 941 on Tuesday, September 14. Currently S. 941 has 36 cosponsors and to see the current cosponsor list, click here. For more information about S. 941, please visit: www.nraila.org/Issues/FactSheets/Read.aspx?id=251&issue=28.
Please e-mail and call Senators Udall and Bennet today and urge them to cosponsor S. 941, which is a key part of our battle to protect the Second Amendment in Congress.

Seems pretty weak to me, but I guess it is better then just demanding the full repeal of the 1934, 1968, and 1986 laws and not getting anywhere.

I'm a little confused about the part about making a theatrical film. Is it saying that only dealers, manufacturers, and film makers will be able to own a machine gun? Or is it saying that for the purpose of making a film, the film makers can be in possession of a machine gun without going through the procedures of owning said gun? That part all seems fishy and unnecessary to me.

We need to pass laws to make it easier to abide by existing unconstitutional laws?

Why not work to repeal existing Bull Shit laws? How does passing this law make anyone safer or make it easier for law abiding citizens to own firearms?

Full disclosure - I only skimmed beyond the part I quoted above(didn't need to study beyond, BS in the beginning means BS throughout), but doubt there is anything helpful or that I would support in the proposed legislation.
