Because they hurt like a son on a gun and at close range can open you up to the point where you need stitches.... that's why there is fear of getting shot.
My favorite thing to do in simunitions training is shooting people in the forehead of their face shield and "hindu" them as I call it.

BTW, I am not aware of anyone other than LEO or Military that are allowed to buy these anymore.
