Default Seen on I-25. What is this??

So I saw seven of these on I-25 between Yale and the Franklin St bridge this morning. They weren't there yesterday. The things on the bottom look like large ammo cans and are locked with pad locks. I risked my life by pulling onto the left shoulder to take this picture, so someone tell me what the heck they are.

Traffic counters....same as the ones that used to use the rubber hoses across the road, but use lasers instead, so they can accurately measure speed as well as traffic count.

BTW, your shifter came in today, I just unpacked it.

Well, the "ammo can" looking things are obviously batteries, but what the main unit is/does is beyond me.

Now you've gone and made ME curious too!

ETA: Thanks for the info TFogger. Kewl!

    Sweet, thanks for both.

So are they going to consider putting speed bumps on I-25?

Most likely they are either surveying average traffic speeds to review the posted limit (usually with an eye towards lowering it), or scouting it as a possible ambus....er... "speed enforcement" area...

Boy, nothing helps alleviate rear-end accidents and general congestion like speed traps.

Ever notice that on roads you feel 25 mph is safe the speed limit is 35mph but on roads you feel 55 is safe the speed limit is once again 35mph?

I just think it is awesome that you pulled over on the inside lane to take a photo.

I dunno. I've been staring at those pics some more and I'm not too convinced that they are what you say they are.

Are you sure they aren't used to produce some sort of alien death ray? I mean, if that's what they really are you wouldn't want the people to know that's what they're used for.

Look, I'm just sayin' is all.

I'm gonna go get another expresso; anybody else want one?

I actually took a video as I drove by at 25 mph in rush hour traffic on the way down to the Tech Center. I did it in slow motion so you could make it out, but the sun was glaring pretty hard. So on the way OUT of the Tech Center I was doing 75 mph and didn't think it'd be a good idea so I just pulled over.
