Perhaps, but a majority of the public (that I can imagine) thinks that all AK-47s are fully automatic rifles.

Or its just the reporter adding a bit of drama to an already bad situation and making us gun-owners look even worse.

I think it's another firearms demonizing attempt. You know; officially it's something like: Semi-automatic is a form of "automatic", isn't it, so they were just being succinct.
