IMO, the looper's comment is in relation to how some people view homosexuals and the tragedy of Matthew Shepard. There are plenty of people in the urban areas who view homosexuals in the same way so I don't know why the looper singled out rural Colorado, Wyoming, and Montana.

I just listened to it again and the looper, well he just doesn't get it. Adding extra charges just because so someone's minority status divides the citizenry. Murder is murder and just because a person is in some noisy minority doesn't mean they deserve laws over and above citizens with non-minority status.

Hickenlooper is pretty sure he can get elected based on the strength of the Denver Metro vote. He doesn't have to court the voters in rural areas, nor, apparently, listen to their concerns.
