    His facial expression reads to me like one of two possibilities:

    1. Really? I have to get this from THIS CiC?

    or

    2. Really? I'm pleased and all, but I was just doing my job. Thank you.

    Really, it looks more like he is thinking
    "I Should have done more, he might have lived. It Shouldn't be me up here. What about all of the other guys."

    From interviews and stories, he seems really humble and doesn't feel that he did anything special. Like he was just doing his job, which is pretty cool

    Or how about choice #3. He is at the position of Attention. Maintaining your military bearing requires you stare straght ahead during any medal presentation.

    His statements made were quite humbling. I was glad to see a living recipient for a change. I do not intend that to sound shitty by any means. It is just that not too many medals have been given out in the past 9 years of war.
