Ok, so I'm one of those people that will leave the cart where I used it. Reason 1: I have kids. I'm not leaving my kids alone in the car while I have to walk 100 feet or more to park the dang cart in its proper space. (Not anymore, they are big enough now to not worry about this) Reason 2: Example is wally world. I don't think there are more than a couple cart corrals in the whole lot. The few corrals there are, are stuffed full of other carts and there isn't anywhere to put them safely.
The cart was still resting against my truck when I got back and I saw it as I was walking up. I'm sure most of the parking lot heard me cursing as I walked up to my truck. Not much wind but either way that's why people should put their cart back. If you leave it out and the wind catches it, still your fault. Not the wind's fault.

I understand accidents and I also understand when someone has the decency to leave a note or say sorry. In that case, no big, accidents happen. The words, "I'm sorry" go a long way in my book.

I have a kid and she rides in the cart as I drop it off at the corral. If the cart corral is full, bring the darn thing back to the front of the store. And I'm not jumping on your case, but you say it's not safe to leave it at full cart corral so you choose to leave it in the middle of the lot? How is that better?

Hope your insurance covered the repairs to your car. My damage is not bad enough to pursue. It just made me think about how careless people are these days.
