I Swear that rice wasn't spoiled Yesterday

Well, I didnt see it...but it smelled like rotten rice..and I know what rotten rice smell like!!

How about offering self-help drop-off bins clearly labeled for the different items than can go in them and leave the bins open and available 24/7.

This would only require minimal oversight and sorting throughout hte week - like 2 or 3 times a week, yet would be avaialble to the public all of the time.

Seems just a little too win-win to ever get implemented.
