Could be a number of things, pretty much all simple to straighten out. If the bike sat idle for several months, then the most likely answer is that the pilot jets in the carbs are clogged, and someone cranked the idle speed way up to keep the bike from stalling when the throttle is closed. Another possibility is that the choke bar was assembled incorrectly and is hanging one or more of the choke plungers open. A vacuum leak of that magnitude would normally cause surging, and the bike would not ride at all well. Gimme a call @ 303-216-2400 after 9 and I can probably narrow it down some more.
