If the bike sat idle for several months, then the most likely answer is that the pilot jets in the carbs are clogged, and someone cranked the idle speed way up to keep the bike from stalling when the throttle is closed. Another possibility is that the choke bar was assembled incorrectly and is hanging one or more of the choke plungers open. +1 for clogged pilot jets. The guy I bought it from left it sitting in his garage for for 3 dang years!

I checked what I think was the choke plunger.



It looks to be clearing correctly, if that really is the plunger.

Anyway, I'm gonna take a few days to tinker with it get it registered etc. etc. And if I'm not able to do anything with it you're the first person I'm going to call. I've been asking around for a reputable motorcycle mechanic for a few days now and everyone here is singing your praises, that's good enough for me!
