I'm in the Army (ugh) and more and more I see soldiers that do not have licenses. Not because they are suspended but because the never got one. I know a lot of states have implemented laws that make the process longer. This may have something to do with it but I still see some that are 20ish with out them. It boggles my mind.
When I was 15 I was in the first Drive's ed class i could pay for and had my licenses in months.
Also I truly believe that these laws do not promote good driving, since people are new drivers at 18. Hell i know 25+ people that should be perma-banned from driving.
So Parents with driver age kids is it really that much of a pain in the ass that they'd rather wait until they are 18+.
If this applies to you why don't you have your license? Lazy, too hard.
My brother just got his a few years ago, he's 23, but he's lazy slash stupid.
