Where are you trying to upload pictures to?
Easy thing to do to upload and store your picts is setup a Picasa account http://picasa.google.com/
and you can upload about any size pic there. Then, if you want to post em on a site, just copy the URL of the picture

Make a phoobucket account. Upload photos to there. Create a link from that account. Copy and paste here and they will work every time.
If not you will have to use photo editing software to resize your images then resave and upload here.
I am not that computer savvy myself but I have always used photobucket and it works great
You're trying to upload images that are too large.
If you right click on the image in explorer and get properties you can find the image size in pixels under the "summary" tab.
When posting a post you hit the "manage attachments" button and get the little pop up with a list of file types under the title of "Attachment Key".
There you can see what the maximum size in both kilobytes and pixel dimensions is.
Lets take jpg for example:
If you're .jpg image is larger than 19.5KB and/or more than 620px wide and 280px high you will need to resize it.
If you have MS Paint, you can resize the image there (but its kind of a pain) so I would instead recommend you go out and buy a copy of Adobe Photoshop (only $500 or so) ... just kidding.
There are several free online photo editing tools you can use to resize the image. I picked one called pixlr at random http://pixlr.com/editor/
Open your image in pixlr, then go up to the top of the window and hit the "image size" menu and you can change the size of the image to fall within 620px wide and 280px high (make sure "constrain proportions" is checked or you'll end up squashing/stretching your image).
Then you go up to the top of the window and select "File" and "Save" ... there you will want to save your image (probably as a .jpg).
You'll notice that it has a quality slider. This adjusts the amount of compression. In the bottom right part of that little window it shows the final files size so you can adjust the slider to make sure the image is less than 19.5KB.
Then you save it and now it will allow you to attach it in the "Manage Attachments" window.
Hopefully that wasn't too complicated.
Of course if you use an image host like picassa or photobucket then you can just link to the images there and you can use larger images (IIRC photobucket also gives you a piece of BB code right there on the page that you can copy and then paste in here).

Z's explanation is pretty good. I like Pixlr, use it when I don't have Photoshop available, but the learning curve can be a tad steep.
Check out http://imgur.com for uploading anonymous images that you don't need to take down in the future. It's super simple.

photobucket will automatically resize your photos for ya.
Buy a smaller camera.
