Keep in mind, in TX as well as CO, loose dogs are considered wild / predators. You did what you felt was right. I would have tried to call them in and taken them to the shelter.
Although there was one time i tried for a stray and the damn thing lunged at me.

The dogs were just sweethearts. I made kissing noises, and they just walked right up, tails wagging. They both rolled over, bellies showing, when I approached them. Submissive as f&$@.

I think he just didn't want to deal with them, and thought that he'd get some eager soldier to shoot them without thought. Dude was trolling a gun store here, asking the guys that worked there if they knew anyone who could get ride of some dogs that were messing with his goats. Yeah, I bit. Yeah, I went out. Yeah, I wanna punch that guy in his peesy throat.
