I've been using Scanner Radio app to listen to specific depts for quite some time. Hell, it even channels different stuff into L/R speakers. It also alerts me when there's a (defined) volume of listeners or percentage increase anywhere in the modern world. The pro version s $2.99.

I frequent the Elizabeth one occasionally, most often when coming from hunting or the range at BLGC. Knew the guy that ran it for a while through other friends. Shot his POS high-point LOL. I seem to recall he said he was a cousin of the guy that owns them all, family business and he has quite a few all over the country, some by a different name if I'm remembering well.
I did not know and was surprised to not see the one that (was?) in parker listed there. However, I haven't been there in a long time.

Yea, AFAIK, they get the feeds from "volunteers" and broadcast them on the interwebz. Feeds are from Broadcastify.
I'm listening to DPD, fire, and EMS combined channel now. There's DPD districts, etc. showing in the app.
