What you are looking at is a gable wall that was blown in by the wind. Things of note: There is NO SHEATHING! The 2x4s are notched and nailed to the rafter with two nails each. 1" ISO board is secured to the 2x4s and then vinyl siding. That's it. It's like building code is a dirty word down here. Today I was on a $600,000+ house (so an easy 1.5 mil in Denver) and they didn't even run the felt under the singles all the way to the eaves. A good 12" short. Ridiculous.
ETA: I just assumed that the house in the picture was built in the 30's or 40's or something. Nope. 1990's new construction, meaning, the part your looking at isn't some DIY add on or anything.
