It will never stop. There will always be bad apples no matter what people try to do. It's the fatal human condition.
The article doesn't mention any disciplinary action taken either....
part of it is bad apples, part of it is the stress of the job, and part of it is just the sheer number of police officers out there. you mix those three things together and you are bound to have occurences. these types of things are often pretty publicized, so when you hear about these things happen across the country it seems like its happening all the time. but as an actual percentage of cases its very low. its kind of the same feeling people in other countries have about our troops. they here about abuse and stuff happening a few times and in their head they think every soldier must be a bad egg.
Obviously the old man didn't read page 2 of his senior citizen pamphlet given to him at age 65. It specifically states concealed canes are illegal and could result in police brutality up to and including death. I think it was nice of the officer to be so leniant.

who said stress was an excuse? where was that stated? its simply one of the REASONS this kind of stuff happens. i will guarantee you if you gave pharmacists guns there would be shootings of customers every now and then. im not kidding. you take a job where people treat you like shit and yell at you, point guns at you (oh yes, as a pharmacist it does happen) and then arm those people and you are going to have moments where either they snap or they perceive a threat that isn't really there. it doesn't excuse them from criminal behavior but it partly explains it. i don't think a police officer woke up one morning and said "you know, id really love to beat an 84 year old man today".
