Most states have laws that limit the amount of people a company can bring from out of state. It helps create more jobs for the people already living in said state. Even 50/50 is a better ration than 80/20.

No personal offense to any forum members, but I credit that with the last ten years and the influx of California people moving into Colorado. Cali businesses could move here and bring 80% of their work force with them. We are one of the only states to allow that by the way.
