I recall reading a story a few months back where 2 kids had a bit of a beef like you described above. They pugged it out and actually became friends afterwards. The school got wind of the altercation and had both kids arrested at school.
This was like 2 months after the beef and no, the parents of the kids were not the ones that filed the complaint/charges.
It was the school. The school claimed that since the initial disagreement started at school they had the right to file the complaint even though nothing occured on the school property.

The Pussification continues.
