Yugo m70 question

Heys guys new to the ak game, just picked up a m70 underfolder, does the bolt not lock back with a empty mag or at all? I also noticed that if I very slowy pull the charging handle back and let go it kinda stays in place over the trigger area til I push it foward or charge it back further. Took it apart and everything seems to look ok?

yup thats normal-most of them hang up a little over the fcg

the m64 is the one that has the bolt hold mechanism
if you get yugo mags they have a bolt hold open followers
or you can cut a notch out of the selector to hold the bolt open
