OK I'll try....first did you clean the hol-e-hel outta that thing when you first got it? Are you using laquered ammo? Is the bolt matched to the receiver? What about the magazine?
First thing I would do....plug the barrel and turn it on end - fill that beotch to the brim with penetrating oil or pb blaster and let it sit overnight, then clean the hol-e-livin-hel outta it from chamber to crown. This is what I did to my 91/30 and FN-49.
Also you could put something on the bolt to dust it and then cycle it, see where it is touching and where it isn't in case something is worn wierd (afterthought).
(edit...depending on your definition of hard to close, I may be having a similar issue with our M38 version. I just figured she like it rough...shoots like champ though. It's a 40's izzy factory job, so maybe the springs were mismatched or updated at some time - my other one is a 30's Tula and it's not quite night and day, but definitely dusk and dawn comparing them......)
More than likely the extractor is too tight. If it was a headspace problem it would be difficult to lock the bolt in either scenario.

The Nagant rifle isn't exactly the smoothest bolt action ever made. In fact, it is pretty far down the list as far as smoothness goes. A good, swift shove and a quick twist should close her up. Unless it is unbearably difficult to operate I don't think I would worry about it too much.
Might have to pull the bolt apart and clean it real good. Make sure there isn't a petrified piece of cosmo trapped in there some where.

Had the same issue on mine, turned out to be dried up cosmo in the chamber, got a 16 guage brush cleaned the crap out of if, the rest dripped out after putting 15 rounds through it, Ray is right on its nowhere close on being the smoothest action.
