Yetti is 100% correct and I didn't even realize that. Sure you pay sales tax when you buy your huffy (or whatever cyclists ride these days, haven't put my ass in that saddle for over 10 years), but fuel and DMV Registration goes almost exclusively to federal, state, county and city roads and maintenance.
Actually on HWY 66 (Squaw Pass Road) between Evergreen and Idaho Springs there are signs that show a car next to a bike and say share the road and others that ask cyclists to ride single file, and I know a couple of Clear Creek County Deputies who have stopped cyclists to give them warnings (because an actual citation with a fine would have been a big dick move) and kinda look out for them stating the dangers that come with riding on a widely used and narrow with large drop offs road. So no, they technically don't have to, but I know too many guys up here in the mountains that would be a bit more than peeved if they had to pull spandex clad remains out of the grilles of their trucks (and we're not talking your dad's old Cummins, we're talking big Mack dump trucks and end dumps).
