As far as your stock- what you do depends on the stock. If it is one of the "Tupperware" plastic pos stocks then anything you do is a waste aside from selling it. If it is wooden or a quality synthetic stock then by all means pillar/glass bed it.
As far as a rail mounted to the forearm-as long as the attachment points don't touch the barrel in any way then you should have no problem. Anything that puts any pressure on the barrel forward from a point 1 inch forward of the recoil lug can be detrimental. A forearm on a modern bolt action serves no real purpose other than aesthetics and an attachment point for a sling/bipod.
