As Graves said, F1 is a tight group of people full of politics and business.
Manufacturers are heavily involved with teams, and they expect a result fast.
Their budgt use to be crazy as it gets. I think Ferrari use to spend about 120million USD just on aerodynamics and wind tunnel for Scuderia Ferrari team? Not to mention other teams like McLaren Mercedes' budet.
