In situations like this, the officer will usually finish the call with asking the dispatcher if the 'RP' (Reporting Party) wants contact and if the answer is no, then that's it. If the 'RP' wants contact, then the officer will either stop by or call them, depending upon what the 'RP' told the dispatcher.
Airborne, you can get ahold of your county assessor's office (usually online) and do a property search to find the actual owner of the residence. If the address listed is not the actual address of the property, it is an indication of a rental and you have the owner's information. Contact them and tell them what is going on with their property. They may be concerned enough to evict the tenets of a violation of their lease, if there are issues.

I can think of several ways- technically legal- to rid yourself of bad neighbors (one involves a lot of fish in very hard to spot and hard to reach places like the roof or into the chimney (hope they have a plug)). But I will refrain from giving out any real ideas for fear I could be prosecuted if these ideas actually are used and I would be liable... but on the other hand, how liable is google if you search for "How to get rid of bad neighbors"...
