The administrative assistant you talked to in Lakewood doesn't know what she is talking about. You most certainly CAN sell FTF 18-20.
I was commenting along the same line as Cochese in that the assistant that answers the phone might not know and shouldn't be giving legal advice either. I'm not a lawyer so don't listen to me either. Make up your own mind. If you want to wait and sell your pistol to someone over 21 that is alright with me and I'm sure the other guy understands too.

I appreciate all the input. I called the guy and he sounded rather flakey (bragging about he has been open carrying for a long time). I'm comfortable with the decision not to sell to him.

it is an absolute YES. you can sell private party to 18 and under. state law allows it. federal laws (governing FFLs) do not allow it. 90% of dealers will tell you that you are breaking the law, and they are worng. THEY, as an FFL can not under federal law sell a handgun to a person under 21, but a FTF transaction in colorado can legally sell at handgun to an 18 year old.
I have passed on selling handguns in the past to 18 year olds, just as I have passed on selling guns to people because I didn't like the gut feeling and my gut feeling is always right.
KNOW the laws, but follow your gut.
