A private dept. stepped up and ran their calls, and the city dept. has been resentful sense as the private dept. functionally busted their strike.

OK< I Get that the department had previously disciplined the officers and that the department could not in turn discipline them a second time for the same issue.

This sort of abuse was one of the underlying causes of the First American Revolution. Similar abuses on the federal level contributed to the unfortunately unsuccessful Second American Revolution (aka 'Civil War').
