You and me both. Your post oozes restraint. Understandable. I know my old agency would have fired them for lying in their report alone. They would have probably had to deal with assault charges too. They would quit in less than 6 months if they worked for me. I don't but into the inmates being in control of the asylum.

I have no respect whatsoever for any organization or individual in charge of an org that will allow people who are put in a position of trust to abuse that trust and then come back to work... no, that doesn't fly.
