Even that champion of labor unions and other unsavory collectivist crap, Franklin Roosevelt, was opposed to public-sector unions. He even warned of the abuses we are now seeing...

OK< I Get that the department had previously disciplined the officers and that the department could not in turn discipline them a second time for the same issue.
Don't agree, but its their rules, whatever.

Why aren't they in Orange jumpsuits in front of a judge facing charges?
    Is our DA Absent?

    that refers to civil liability:

An individual officer’s greatest shield in a lawsuit that alleges a violation of civil rights is qualified immunity. A decision by the United States Supreme Court in December, further clarified the strength of this immunity.
and as I do not believe both rules apply, they wouldn't be protected here either...

The second question is: Was the right so clearly established that a reasonable police officer would know that his or her conduct violated the right?
we have already heard from officers condemning the actions of these two ahem... "Civil servants".

I do not believe this covers criminal liability.

Because they are part of the elite ruling class. So is the DA.

"All animals are equal. Some animals are more equal than others." George Orwell - 'Animal Farm'

And just which animals were more equal?

"Those who make peaceful revolution impossible will make violent revolution inevitable" John F. Kennedy

This sort of abuse was one of the underlying causes of the First American Revolution. Similar abuses on the federal level contributed to the unfortunately unsuccessful Second American Revolution (aka 'Civil War').

Those currently in power might want to read the Declaration of Independence and consider their actions in light of my last quote:

"The third time's the charm." old folk saying
