that refers to civil liability:

An individual officer’s greatest shield in a lawsuit that alleges a violation of civil rights is qualified immunity. A decision by the United States Supreme Court in December, further clarified the strength of this immunity.

and as I do not believe both rules apply, they wouldn't be protected here either...

The second question is: Was the right so clearly established that a reasonable police officer would know that his or her conduct violated the right?

we have already heard from officers condemning the actions of these two ahem... "Civil servants".

I do not believe this covers criminal liability.

This sort of abuse was one of the underlying causes of the First American Revolution. Similar abuses on the federal level contributed to the unfortunately unsuccessful Second American Revolution (aka 'Civil War').
