Yes, long guns sales can be made by an FFL to a resident of any state, so long as both state's laws allow it. This means that California residents can only buy guns in California, since California law requires a California Dealer Record Of Sale (DROS) for all firearm purchases.

Some other states still have a "neighboring states-only" provision on their law books, which would restrict out of state purchases by residents of those states to states which border on their own state.

Most states, though, long guns from an out of state FFL are not a problem.
