So I have a plum crazy lower and was looking at cheap uppers, I will be using cheapest ammo just for plinking at med range, want a 5.56, what is the best to go with?

Twist 1:9 or 1:7, brl- 16" or 20"
first ar just looking for complete upper to make a low cost shooter, thanks.
