It's funny how this is happening,I have mounted and sighted lots of scoped never had this problem,it is the first scope I have mounted on an ar,well I will send the scope back,any ideas for a scope around 3-400 dollars that will work

OK, so shimming the rear ring is out of the question since it would stress the scope and possibly leave nasty ring marks. Your best option (and cheapest) is buying the Burris rings I mentioned earlier. They may not look "tactical" but they work very well. Or try switching the front and rear rings around. Sometimes the rings are slightly different. It takes a very small amount of difference (thousandths of an inch) to change one inch of adjustment at 100 yards.
You may try the one piece mounts such as the Burris P.E.P.R. mount or the Nikon and see if they work better. Those can be shimmed between the base and the flattop of your receiver.
Lots of people here run cheap scopes. I have a Wal-Mart center point scope on my .22. It works great for what I use it for.

All that aside, Try what I have already suggested and if it still doesn't work, it very well could be the scope or your rifle.
It's actually called famous maker,anyway. I'm guessing scope or rings,what could be wrong with the upper,or rifle?

The receiver may be out of spec at the flat top. Unlikely though. Or the barrel may not be aligned with the flat top. Also unlikely.
