The stimulus programs were pushed by the admin(except for the 1st- by Bush)- i.e. Obama, because like all Keynesians, he thinks gov't spending is all that it takes to bring a country out of a recession, even though it has NEVER worked on it's own. Yes I absolutely believe much more power needs to be relinquished to the individual states, as I think that the people of THAT state should drive its social/fiscal programs, based on the needs of the people of that state. The MONEY is going to the states, BLUE states, not the red states, then being redistributed as that governor wishes.
