IIRC the schedule for the "bugle" (which these days is a recording played over the PA) for all military installations is 0600-0730 (depending on the CG's preference) is raise the flag (Reveille), 1700-1800 is lower the flag (Retreat), and usually 2200 or 2300 is what used to be called "Lights out" which would play Taps, signaling lights out for trainee's or "bed check" for fire guard. Many of the current traditions are left overs from the olden days.
