It's very handy for uploading tons of pictures and folders to rather than keeping images stored locally on my phone which saves gobs of storage space. Instead, I can 'stream' images I want to see or show to someone rather than have them taking up space on my mobile phone. Plus it's one less thing to worry about moving to a new mobile device when the time comes. The drag & drop to upload images from a PC is a real nice feature that comes in handy too. I like that, once uploaded, I can easily right click to get a link to hot-link to the images and it automatically resizes them to a more acceptable size for web use. If I want a larger version I can edit a couple numbers (the max width which shows up next to the letter 's' for size) in the url of the link to make it just about any size I want. I like that I can make a single image or an entire folder private or public as needed. On top of all of that the storage limit is essentially unlimited now that they've linked Picasa to Google+ effectively eliminating the capacity cap on free accounts.
