Some countys won't let you fly them in a congested area, it use to be if it was electric then you were fine (Back in the day when nitro powered planes were popular). I know Broomfield will not allow you to fly anytype of UAV anywhere even parks. So most just find open space or join the AMA (Academy of Model Aeronotics) which is a requirement for most clubs (Its an Insurance policy). I belong to AAM which is Arvadas club. General rule I use is if its electric and does not pose a threat then I send it up where ever but I have heard of models getting repo'd by LE.
Currently building a quad copter using a zigbee. Programmable way points (GPS), loiter times and all that stuff. Goal is to mount a small HD camera and directional mic on it. Its been worked on off and on for the last year or so. Need to remake the frame as it is just 1x2s at this point.

I think that there was a law recently passed, that allows for UAV's to be flown under 150 feet, and must weigh less than something like 40 pounds or so, I could be wrong, but I do remember reading about for commercial and private use. I was looking into a remote controlled UAV for SHTF stuff as well.
AMA guidelines are no more than 60 lbs and not higher than 350'-400'. I need to look up the FFA stuff. Also you must have a spotter if your going to fly in first person (cockpit cam), and never leave the sight of your spotter. I will see what I can do about finding the info on the laws.
