Any one who has the ability to speak English can utter the phrase, "I'm a cop" or give you a name.
Get a tag. A tag is either legitimate, stolen, or counterfeit. If, as Jim stated, you had contacted 911, with a tag immediately after the incident, local LE would know who you were or were not dealing with.

If "as stated by the OP" it was a new Camaro, it probably had a temporary tag behind a tinted window, which would have been nearly impossible to read at night.
Reacting to the immediate situation of a stranger opening the car door with his girl friend inside was more important.
Yes, remembering the person's name and asking his name again a little later in the conversation to confirm the same name is given. And getting a good physical description of him and his vehicle and calling the police immediately to report the incident is where the OP failed. Also a failure on the girl friends part for not keeping the doors locked.
There are too many police impersonators in the Metro area not to be suspicious of someone that just says they are the police.

i dont believe he was a cop at all. any cop would have stopped behind the vehicle and ran the tags through dispatch first, even off duty he would have called on his cell, no way a real cop.
