    No, not really. No treaty or agreement can override the US Constitution. Congress with ratification by the States can add, amend, or remove an amendment. I.e. Prohibition.

    It takes 2/3 of the Senate to approve a Treaty. That's 66 or 67 votes. Pray that we kick some ass in November so this can't happen.
