Default Notary for address change form?

I'm updating my address and at the bottom it has some stuff about a notary, so I need to get the form notarized?

Huh, the last time I changed mine with DC, I don't remember a notary section on there. Maybe it's new...

When I filed mine with El Paso, there was no notary needed. Just fill out the form and either drop it off or mail it.

I just did mine with Jeffco. The personnel in records are notaries, needed to have it signed in front of them, then they notarized it. Sounds like it's different in different jurisdictions.
