I got one and had to pay it.
Trying to find the news article where its only valid if the cops hands you the ticket.
I researched this a few months ago when the wife was busted for running a red light.
Basically you have to hide out for 90 (?) days. Don't answer the door, watching for cop cars parked in your neighborhood when you're coming & going, etc. If your out mowing the lawn and they stop by then you just got tagged not only with the ticket but now with additional fees.
If your a single guy in an apt. go ahead and give it a try. Kids and spouse potentially could sort of complicate things if everybody isn't on the same page.
I paid, it was easier than hiding out for 3 months.

I got a speeding ticket via camera up in the Fort. It was like $40 so I just paid it.
I didn't contest it since in the picture I was pulling on a Coors Light. Figured I wouldn't push my luck!

If I understand what you just posted, someone else was driving your vehicle and they sent you the ticket. If that is correct, you can send in a copy of your driver's license and sign the form stating you weren't the driver at the time of the ticket and they will dismiss it.
