I had this happen in Ohio(different state I know) and told them my car had no place to attach a front plate, something like 30 states don't require a front plate, and I'm not about to drill holes in my bumper to satisfy some stupid law that is only enforced in one city and has been targeted for removal by the house of reps every year for 5 years.

They didn't give a flying f and made me pay it.
