I mean, after all the normal users are done (all those already using) and gone, the ones that would have picked up needle/straw/lighter would think twice (not users yet, but would have more than likely tried).

Most people who start out, start out as rec users with their friends. If they see their friends start to die, they will think twice before the "just once".
